That the Leaning Tower of Pisa no longer leans quite so much after a £20 million project to save it has proved to be a great success. The tower, which was on the edge of collapse, has been straightened by 18 inches, returning it to its 1838 position.

“It has straightened a little bit more than we expected, but very little helps, ”said Prof.John Burland, the only British member of the rescue committee.“The tower is still very slightly moving towards being upright. ”
The tower, which has been leaning almost since building work first began in 1173, was closed to the public in 1990 because of safety fears. The 183?foot tower was nearly 15 feet off vertical and its structure was found to have been weakened by centuries of strain(作用力).
Prof.Burland said it could have collapsed “at any moment”.However, it took nine years of quarreling before any work was done. The last attempt at straightening the tower was carried out. Concrete was poured into the foundations, but the result was that the tower sank further into the soil.
The straightening work involved digging out around 70 tonnes of earth from the northern side of the tower, causing it to sink on that side. Before the digging started, the tower was fixed with steel ropes and 600 tonnes of lead weights.
However, halfway through the project, concerns at the ugliness of the weights led to their removal and the tower leaned greatly. The weights were hurriedly reattached. In one night, the tower moved more than it had averaged in an entire year. The tower's stonework has also been restored.
The Italian government stepped in after a tower collapsed in Pavia in 1989, killing four people.Experts suddenly realized that the tower at Pisa, which was similarly built and on the same sort of earth, could do the same.

As has been all too apparent in recent days at Balcombe, few issues cause greater concern than energy policy. Many village communities feel their countryside is being ruined by the power-producing machines of wind farms; yet they never take "direct action", even though the planning laws put them at a severe disadvantage. And the generous subsidies (財(cái)政補(bǔ)貼) , which encourage the expansion of wind power, are not favorable to the village communities and set landowners in conflict with other residents (居民) .
Those who disagree with the rapid expansion of wind farms state that the damage they cause is out of proportion(比例) to the benefits they bring, because their energy output cannot match that of the carbon-based power stations they are supposed to replace. Supporters insist that wind must be part of a mix of renewables, nuclear and carbon, and that the country is committed to meeting EU ( European Union) targets for non-carbon energy generation.
Against this background, the fact that there is an argument within the Government over whether to publish an official report on wind farms' impact on the countryside becomes even more extraordinary. The two parties in the coalition (聯(lián)合) government are in disagreement over what it should say.
We have some advice for the two parties: publish the report, and let the country be the judge.  Even if it contains evidence that wind farms are harmful, it will hardly be a pleasant surprise to people who do not like them. Equally, supporters must argue their case by acknowledging the concerns and explaining why they are either misplaced or worthy of much attention.
The suggestion that further negotiations are to take place to produce an "acceptable" report suggests that the politics of coalition government are doing the country harm in a certain way. Given the sensitivities involved, all the information should be available so that people can reach their own conclusions, rather than being left with the suspicion(猜疑)that facts are being replaced by political beliefs.
小題1:We can learn from the first paragraph that__________.
A.energy policy catches much attention of the public
B.the residents are in favor of the expansion of wind farms
C.many village communities are satisfied with the subsidies
D.the planning laws offer great benefits to the residents
小題2:Supporters think that the expansion of wind power____.
A.is more rapid than that of carbon-based power
B.guarantees an increase in energy output
C.is expected to be much better than that of nuclear power
D.a(chǎn)grees with EU targets for non-carbon energy generation
小題3:It can be inferred from the passage that____.
A.a(chǎn)n official report will settle the energy problem
B.the two parties are divided over the issue of wind farms
C.the two parties have agreed on a further negotiation
D.political beliefs concerning energy issue go against facts
小題4:Which of the following reflects the author's opinion?
A.Increase political impact on energy policy.
B.Release a statement of supporters on wind farms.
C.Let the nation judge the facts about wind power.
D.Leave the two parties to reach their own conclusions.

Cao Min couldn’t believe she was experiencing exactly what she had seen years ago in the film “Titanic”.
Cao and her two children from Anhui Province were traveling on board the “Liaoludu 7” on February 22. They were among the first people on the ship who were rescued by lifeboats. Cao’s one-year-old son was the youngest passenger on board.
The “Liaoludu 7” was traveling in the Bohai Straits from Lvshun in Liaoning Province to the port city of Longkou in Shandong Province. It suddenly lost its power at 2:30 pm and tilted(傾斜) on its side. With 81 people on board, the ferry began to sink.
“I was so scared that my legs couldn’t move forward. They kept shaking even when I was asked to jump onto a lifeboat,” Cao recalled.
Upon receiving the mayday appeal (緊急呼救), China Marine Search and Rescue Centre immediately informed the State Council. The center sent eight lifeboats to the fishing boats.

A new plan for getting children to and from school is being started by a local government in Eastern England. This could end the worries of many parents fearful for their children’s safety on the roads.
Until now the local government has only been prepared to provide bus services for children living more than three miles from their school, or sometimes less if special reasons existed. Now it has been decided that if a group of parents ask for help in organizing transport they will be prepared to go ahead, as long as the arrangement will not lose money and children taking part will be attending their nearest school.
The new plan is to be tried out this term for children living at Milton who attend Impington School. The children live just within the three-mile limit and the local government said in the past that they would not undertake (agree) to provide free transport to the school. But now they have agreed to offer a sum of money for a bus service from Milton to Impington and back, a plan which has the support of the school’s headmaster.
Between 50 and 60 parents have said they would like their children to take part. Final calculations have still to be carried out, but a government official has said the cost to parents should be less than £20 a term. They have been able to arrange the service at a low cost because there is already an agreement with the bus company for a bus to take children who live further away to Impington. The same bus would now just make one more journey to pick up the Milton children. The official said they would get in touch with other groups of parents who in the past had asked if transport could be provided for their children, to see if they would like to take part in the new plan.
小題1:What is the aim of the plan?
A.To prevent the students’ road accidents.
B.To relieve the traffic pressure.
C.To save time for the parents and students.
D.To help the parents save money.

A.By letting the bus run in the morning only.
B.By limiting the number of the students.
C.By getting the support from the headmaster.
D.By linking the new bus service with the existing one.
小題3:Which of the following is possible if the plan is carried out?
A.The bus company will make much more money.
B.The children can choose whatever school they like.
C.The parents can get rid of their worries.
D.The students in Impington School can have free bus rides.
小題4:This passage is most probably____________.
A.a(chǎn) personal letterB.a(chǎn)n advertisement
