With the average temperature for January standing at -50 ℃,it is no wonder the Russian village of Oymyakon is the coldest permanently inhabited settlement in the world.Known as the“Pole of Cold”,the coldest ever temperature recorded in Oymyakon is -71.2 ℃.This is the lowest recorded temperature for any permanently inhabited location on Earth and the lowest temperature recorded in the northern hemisphere(北半球).
Ironically,Oymyakon actually means“non?freezing water”due to a nearby hot spring.Most homes in Oymyakon still burn coal and wood for heat and enjoy few modern conveniences.
Nothing grows there so people eat reindeer(馴鹿)meat and horsemeat.A single shop provides the town's bare necessities and the locals work as reindeer?breeders,hunters and ice?fishermen.
There are few modern conveniences in the village—with many buildings still having outdoor toilets—and most people still burn coal and wood for heat.When coal deliveries are irregular,the power station starts burning wood.If the power ceases,the town shuts down in about five hours,and the pipes freeze and crack.
Daily problems that come with living in Oymyakon include pen ink freezing,glasses freezing to people's faces and batteries losing power.Locals are said to leave their cars running all day for fear of not being able to restart them.Even if there was coverage for mobile phone reception,the phones themselves would not work in such conditions.
Another problem caused by the frozen temperatures is burying dead bodies,which can take anything up to three days.The earth must first have thawed(融解)sufficiently in order to dig it,so a bonfire is lit for a couple of hours.Hot coals are then pushed to the side and a hole couple of inches deep is dug.The process is repeated for several days until the hole is deep enough to bury the coffin.

Entries may be delivered by post,express delivery service or by hand.From abroad,please use the following forms:Form “A” for registered mail or post by air;Form “B” if using an international forwarding agent or airline.
To avoid delays,material should not be sent by normal post.Material should be sent “carriage(運費) paid”,including any customs and delivery costs.

After the Bologna event,the Illustrators Exhibition will travel to Japan under the supervision of JBBY.The Illustrators Exhibition may afterwards be transferred to other venues in other countries.The exhibitions of illustrations held abroad follow the same rules and regulations as the Illustrators Exhibition,and the provisions (條款) of the regulations are extended to the organizers of the exhibitions held abroad.
RETURN OF ARTWORK

Even now some people get  most of their news from television or radio. Many buy a paper only on Saturday or Sunday. The nature of what is news may change .What basically makes news is what affects our lives - the big political stories, the coverage of the wars, earthquakes and other disasters, will continue much the same. I think people have got it wrong when they talk about competition between the different media(媒體).They actually feed off each  other.  Some people once foresaw that television would kill off newspapers, but that hasn't happened. Of course, not  veryone can be the “top dog”, let alone all the time. However, everyone does have the capacity to lead in some way — but action is required! Understand that learning is a fact of life—learning to ride a bike, learning to drive, learning to type, learning mathematics, etc. All of these activities require action. While we are born with many different abilities, if we do not use and develop them, those abilities will never come to fruition. Youth is an excellent time to start developing leadership characteristics. Take the time to study each one in detail. Put them into practice as you interact with other people. Determine which areas you are weak in, striving to always improve. Observe the leaders, and how     they handle situations and  carry themselves. Also, study the lives of great leaders. The results will serve you in this life — and beyond!

Honesty comes in many forms. First there’s self-honesty. Is what people see the real article or do you appear through smoke and mirrors? I find that if I try to be something I’m not, I feel unsure of myself and take out a part from my PBA(personal bank account). I love how singer Judy Garland put it , “Always be a first-class version of yourself,instead of a second-class version of somebody else.”
Then there’s honesty in our actions. Are you honest at school, with your parents, and with your boss? If you’ve ever been dishonest, I think we all have, try being honest, and notice how whole it makes you feel. Remember, you can’t to wrong and feel right. This story by Jeff is a good example of that:
In my second year of study, there were three kids in my math class who didn’t do well.
I was really good at it. I would charge them three dollars for each test that I helped them pass. I’d write on a little piece of paper all the right answers, and hand them off.
At first I felt like I was making money, kind of a nice job. I wasn’t thinking about how it could hurt all of us. After a while I realized I shouldn’t do that anymore, because I wasn’t really helping them They weren’t learning anything, and it would only get harder down the road. Cheating certainly wasn’t helping me.
It takes courage to be honest when people all around you are getting away with cheating on tests, lying to their parents, and stealing at work. But, remember, every act of honesty is a deposit(儲蓄)into your PBA and will build strength.
