Attending a performance or concert at weekends should no longer be a luxury, said Zhang Heping, director of the Beijing Municipal(市政府的) Cultural Bureau, at the government department’s yearly work conference. Beijing has planned to become an international city, but needs first-class cultural performances as well as firs-rate infrastructure(基礎設施).
