How has smoking been controlled in recent years?
People were asked to stop smoking in a range of public places—such as doctors’ surgeries, cinemas, theatres and churches—over the second half of the 20th century but it was after the King’s Cross Underground fire on November 18, 1987, caused by a cigarette end which resulted in 31 deaths, that restrictions on smoking in public places gained rapid and widespread acceptance.
How did a ban on smoking in public places come into place?
In 1998 the Smoking Kills White Paper set out a national strategy to reduce smoking prevalence (流行) and passive smoking, including in public places. The measures were voluntary and poorly carried out. After a public conference in England in 2004, the Government decided to choose for lawmaking. Scotland went first, with a ban in 2006, followed by the other nations a year later. 
What is the current law?
Any person who smokes in enclosed public places, including pubs, offices, on public transport and work vehicles, is breaking the law. It does not extend to private houses. It is also an offence for people in charge of premises (營(yíng)業(yè)場(chǎng)所) to permit others to smoke in them.
How was it received?
It was welcomed by most organizations—except for some pub owners and restaurateurs. Many workplaces in the UK had already introduced smoke-free policies consistent with the legislation (法律,法規(guī)) before it was carried out, while others have gone beyond its basic requirements.
All railway facilities, including platforms, footbridges and other areas—whether or not fitting the definition of an enclosed public space—are covered, as are all football grounds and some cricket and athletics stadiums. School grounds are not required to be smoke-free under the legislation, but the majority now are.
How has it been forced?
Compliance (服從) in public premises has been high, with inspections suggesting that 99 per cent of places were sticking to the rules. The number of people charged for smoking in cars has been very low, which was due to the problems defining and identifying “work” vehicles. They said that a total ban on smoking in vehicles would end this confusion.
Has it improved health?
Studies in early adopters of the law, including in Scotland, suggest a reduction in hospital admissions for heart disease, which has been shown to be linked to passive smoking. There is also strong evidence of improved rates of smoking end and a drop in the number of cigarettes consumed by those who continue to smoke.

You have to trust that the dots will somehow connect in the future; you have to trust in something, whether it’s destiny (天數(shù),命運(yùn)) or not, but trusting yourself is the first step towards feeling inspired and having the motivation to move forward.
Perfect Your Environment
Look around your room right now or your workspace. Does it inspire you? Does it give you motivation? Is it noisy or quiet? Sometimes the hardest thing we do to ourselves is try to force ourselves to work in an area that is subconsciously telling us, “I can’t work here.”
And when you are constantly trying to discipline yourself, you will feel worse and be less productive. Instead try to build your ideal workplace and ideal time. Perhaps add a piece of artwork or a quote of your favorite person nearby you on the wall. Maybe add a beautiful plant in the corner to give you inspiration. If you feel more energy and enthusiasm during the night, schedule your day to work at midnight if you can. If you can realize the power of having a productive environment, you will naturally feel inspired and motivated to get work done.
Don’t Work So Hard
If you’re trying to force your way into taking action, it could be a sign that you are working too hard. Most people won’t wake up and waste an hour imagining, thinking further, or confirming, and the first thing they think about is asking “what do I need to do today?” And when they get the answer, they feel miserable, as if their work suddenly weighs them down. But if you spend time focusing on your goals, you’ll receive good feelings—feelings that help you feel inspired and motivated to take real action.
Don’t try to paddle upstream. That just basically equals saying to yourself that you need to force yourself to work hard every day. Instead, paddle along the stream of the river. Trust yourself, let your environment work in your favor, and spend some a little bit of time putting yourself in a state before you work. Inspiration will come to you from different ways—inside and outside—and give you the motivation to guide yourself towards reaching your dreams.

Last week, we explained that the planet Mars had passed “opposition.” It passed a point opposite the Sun. This week, we tell about the planet’s surprising motion among the stars.
For thousands of years, people have recognized that planets travel among the stars. The planets generally follow the path taken by the Sun through the sky. The Sun’s path is called the ecliptic. The groups of stars along the ecliptic are called the Zodiac(黃道帶).
The motion of the planets can be confusing at times. Everyone knows the Sun rises in the east and sets in the west. But this is caused by the turning motion of the Earth. Planets generally move from west to east.
However, Mars will appear to move backward for about two months this year. This happens because the Earth is overtaking Mars on its way around the Sun. Mars began its backward, or westward, motion on May 11th. It will start moving eastward again on July 19th.
Mars’ apparent motion has been a mystery to astronomers for hundreds of years. Most early theories of tilt solar system argued that the Sun and planets turned around the Earth. But the sudden westward motion of Mars presented problem. Why would Mars move west for two months when it nears “opposition”?
In 1543, a Polish church worker named Nicolas Copernicus published a different theory. His theory said the Earth and planets moved around the Sun in perfectly circular orbits. Copernicus’ theory was simpler. But his Sun-centered system still did not explain the observed motion of Mars very well.
Finally, a German mathematician named Johannes Kepler published a complete theory of the motion of the planets in 1619. He had carefully studied the motion of Mars for many years.
Johannes Kepler discovered that the planets do not move in circular orbits around the Sun. Instead, they travel in flattened orbits called ellipses(橢圓). Mars’ elliptical orbit is the cause of its unusual brightening this year and its apparent large size.

“Image is everything.” An entire industry has been built upon the precondition that image is everything, but when it comes down to it, an appealing image is not enough. If there is no substance(物質(zhì)) behind the image, the product, service or person will fail at length.

The amount of time children spend in institutional care(機(jī)構(gòu)式照顧)may affect how their brains develop. That’s the conclusion of a new study carried out by researchers at the University of Wisconsin, Harvard Medical School and the University of Minnesota. The study is published in Child Development in the journal’s January/ February 2010 issue.
To learn how the lack of care and material needs that institutionalized children often experience affect brain development, the researchers looked at 132 8- and 9-year-olds. Some of them were adopted into U.S. homes after spending at least a year and three quarters of their lives in institutions in Asia, Latin America, Russia and Eastern Europe, and Africa. Others were adopted by the time they were 8 months old into U.S. homes from foster care(寄養(yǎng))in Asia and Latin America; most of these children had spent no time in institutional care, while some had spent a month or two in institutions prior to foster placement. On average, the internationally adopted children had been living with their families for more than 6 years. These children were compared to a group of American children raised in their birth families.
Children adopted early from foster care didn't differ from children raised in their birth families in the United States. Children adopted from institutional care performed worse than those raised in families on tests measuring visual memory and attention, learning visual information, and impulse (沖動(dòng))control. Yet these children performed at developmentally appropriate levels on tests involving sequencing and planning.
The take-home message: Children make tremendous advances in cognitive(認(rèn)知的) functioning once they reach their adoptive families, but the early impact on their brains' development is difficult to change completely.
"We identified basic learning processes that are affected by early institutionalization," notes Seth Pollak, professor of psychology and pediatrics at the University of Wisconsin, who was the study's lead author. "Policies that speed the time in which children can be removed from institutionalized care so they can develop within family contexts should be implemented to decrease the likelihood of learning problems later in children's lives."

Are you happy? Do you remember a time when you were happy? Are you seeking happiness today?
Many have sought a variety of sources for their feelings of happiness.Some have put their heart and efforts into their work.Too many have turned to drugs and alcohol.Meanwhile, untold numbers have looked for it in the possession of expensive cars, exotic(異國(guó)的)vacation homes and other popular “toys”. Most of their efforts have a root in one common fact: people are looking for a lasting source of happiness.
Unfortunately, I believe that happiness escapes from many people because they misunderstand the journey of finding it. I have heard many people say that, “I’ll be happy when I get my new promotion,” or “I’ll be happy when I lose that extra 20 pounds.” It is dangerous because it accepts that happiness is a “response” to having, being or doing something.

It has been my finding that actually the opposite is true.I believe that happiness is a stimulus and response is what life brings to those who are truly happy.When we are happy, we tend to have more success in our work.When we are happy, people want to be around us and enjoy loving relationships.When we are happy, we more naturally take better care of our bodies and enjoy good health.Happiness is not a response but a stimulus.
Happiness is a conscious choice we make every day of our lives.For unknown reason to me, many choose to be painful, unsuccessful and angry most of the time.Happiness is not something that happens to us after we get something we want—we usually get things we want AFTER we choose to be happy.
