BEIJING—As China scrambles to respond to the choking smog that has blanketed Beijing in recent weeks, authorities in several major cities are experimenting with carbon trading platforms. The schemes are one effort to get control over greenhouse gases in an economy still hungry for cheap energy.
It has been a persistent concern in recent years, but the spiking pollution levels in January are sparking a public outcry.
Emissions from coal-fired electricity plants and busy factories are part of the problem that officials hope to get control over through carbon trading platforms. Seven cities are expected to open carbon markets later this year, including Tianjin.
“The government has decided to start with programs because the carbon trading is something new to China,” said David Tang, secretary of the board of the Tianjin Carbon Exchange. “So we want to have a number of programs to explore the use of the market.” said Tang.
China wants to launch a national carbon trading program by 2016. If it is successful, analysts say, the program would be one of the largest in the world and would help the country meet its target of cutting carbon dioxide emissions by 45 percent within seven years.
The platforms allow companies to earn credits for lowering greenhouse gas emissions, which can then be traded. If it works, it would encourage for-profit businesses to invest in green technology.
As public concern builds pressure for the government to find a solution, Wu Changhua, greater China director of the Climate Group, says there is a broad shift under way in how Chinese weigh their quality of life.
China has long put economic growth ahead of environmental concerns, making it the world’s biggest polluter. Carbon trading supporters hope that the markets could be one way to curb pollution and keep the economy growing

Did Steve Jobs kill the music industry? That’s the question on many people’s lips since rock star Jon Bon Jovi accused the Apple boss of personally destroying the music industry.Bon Jovi centers his criticism on how he believes music downloading has robbed young people of what he calls the “beauty of buying an album”. “Kids today have missed the beauty of taking your pocket money and making a decision based on the jacket (封面), not knowing what the record sounded like,” he said.

According to Summer Redstone, chairman of media company Viacom, iTunes has “resurrected(復(fù)興) the music industry by creating a legal, affordable purchasing system for fans”.
But recent surveys suggested that, despite the “l(fā)egalizing(合法化)” of music downloading through sites like iTunes, young people are still choosing to download music illegally. A report by Jupiter Research suggested that illegal downloading sites are used three times as much as legal ones. Who do you think breaks the law in our society? If you believe that only tough guys commit crimes, you may have to think again. Unlike in the movies, we can’t divide the world into bad guys and model citizens. Real life is much more complex. In the same way that diseases range from the common cold to fatal forms of cancer, crimes vary in degree. For example, smoking in an elevator will inconvenience people, but much less than threatening them with a gun.
In addition to breaking the law themselves, people tolerate various levels of crime. Why can we tolerate some crimes? It may be that, by seeing others do something, we accept it more easily. For instance, most people will find it easier to speed on a highway when everybody else is driving over the speed limit. When people celebrate a sports championship, if they see someone breaking store windows, they might start breaking windows themselves or even steal from the store. We must also wonder whether seeing violence on television or reading about it in the newspapers every day makes us tolerate crime more than we should. We become used to seeing blood on the news on television, or in full color in newspapers and magazines. Because we see thousands of dead people on TV, maybe we just try to ignore the situation behind the violence.
If so many citizens tolerate violence and crime, or even commit crimes themselves, it may simply be because of the human mind. Our minds may not care about specific laws. Instead, our minds may have a system of values that usually prevents us from hurting other people to improve our own lives. Yet, when it comes to respecting the rights of a mass of anonymous (不知名的) individuals, we might not be so responsible. While most people would not steal a wallet containing $50, they may not mind cheating on taxes, because cheating on taxes does not hurt any one person. It hurts society, but “society” remains an abstract idea that is not as real as a neighbor or a friend’s friend.
When we realize that so many people have misunderstandings of law-breaking, it is not surprising that so many people tolerate crimes, or even break laws, including me. But how could we improve the level of honesty in our society? Would strict laws help make our society better? Probably not. It was the summer of 1965. Deluca, then 17, visited Peter Buck, a family friend. Buck asked Deluca about his plan for the future. “I’m going to college, but I need a way to pay for it,” Deluca recalls saying. “Buck said, ‘you should open a sandwich shop.’”

We figured we could tell the public, ‘ We are so successful, we are opening a second store.’” And they did — in the spring of 1966. Still, it was a lot of learning by trial and error.
But the partners’ learn-as-you-go approach turned out to be their greatest strength. Every Friday, Deluca would drive around and hand-deliver the checks to pay their supplies. “It probably took me two and a half hours and it wasn’t necessary but as a result, the suppliers got to know me very well, and the personal relationships established really helped out,” Deluca says.
And having a goal was also important. “There are so many problems that can get you down. You just have to keep working toward your goal,” Deluca adds.

Application Form
Before an applicant can be invited to take part in an assessment, an application form should be returned to the Admissions Office, and the application fee of HK$1,000 cannot be returned. For overseas applicants wishing to pay in currencies other than HK dollars, the fee is US$145. Checks are also good for payment to “Chinese International School”.

Time Hew by. In the mornings we had class, and in the afternoons we were given a lot of freedom to do what we pleased. We explored everywhere in the city, becoming experts at using the Metro, and walking so much that our legs were sore every night.
Living in Paris was a huge change in my lifestyle. Everything I did was more relaxed. I stopped worrying about the future and instead focused on living in the present. I stopped wearing a watch because time didn’t matter.We ate when we were hungry, went to bed when we were tired and explored in between.I no longer mind that Paris is so big; it' s an old, beautiful metropolis full of culture and history.On one of my last days there, standing on top of the Arc du Triumph with a 360 degree view of Paris, I finally admitted something to myself.The city that I had never wanted to visit had turned into the city that I never wanted to leave.
