海瑞，字汝賢，瓊山人。舉鄉(xiāng)試，署南平教諭，遷淳安知縣。布袍脫粟^[注]，令老仆藝蔬自給。總督胡宗憲嘗語(yǔ)人曰：“昨聞海令為母壽，市肉二斤矣�！弊趹椬舆^(guò)淳安，怒驛吏，倒懸之。瑞曰：“曩胡公按部，令所過(guò)無(wú)供張。今其行裝盛，必非胡公子�！卑l(fā)橐金數(shù)千，納之庫(kù)，馳告宗憲，宗憲無(wú)以罪。
時(shí)世宗享國(guó)日久，不視朝，深居西苑，專意齋醮。督撫大吏爭(zhēng)上符瑞，禮官輒表賀。延臣自楊最、楊爵得罪后，無(wú)敢言時(shí)政者，瑞獨(dú)上疏。帝得疏，大怒，抵之地，顧左右曰：“趣執(zhí)之，無(wú)使得遁！”宦官黃錦在側(cè)曰：“此人素有癡名。聞其上疏時(shí)，自知觸忤當(dāng)死，市一棺，訣妻子：待罪于朝，僮仆亦奔散無(wú)留者，是不遁也�！钡勰�然。少頃復(fù)取讀之，日再三，為感動(dòng)太息。
三年夏，以右僉都御史巡撫應(yīng)天十府。屬吏憚其威，墨者多自免去。有勢(shì)家朱丹其門，聞瑞至，黝之。中人監(jiān)織造者，為減輿從。素疾大戶兼并，力摧豪強(qiáng)，撫窮弱。貧民田入于富室者，率奪還之。下令飆發(fā)凌厲，所司惴惴奉行，豪有力者至竄他郡以避。而奸民多乘機(jī)告訐，故家大姓時(shí)有被誣負(fù)屈者。又裁節(jié)郵傳冗費(fèi)。士大夫出其境率不得供頓，由是怨頗興。都給事中舒化論瑞，迂滯不達(dá)政體，宜以南京清秩處之，帝猶優(yōu)詔獎(jiǎng)瑞。已而給事中戴鳳翔劾瑞庇奸民，魚(yú)肉縉紳，沽名亂政，遂改督南京糧儲(chǔ)。瑞撫吳甫半歲。小民聞當(dāng)去，號(hào)泣載道，家繪像祀之。將履新任，會(huì)高拱掌吏部，素銜瑞，并其職于南京戶部，瑞遂謝病歸。
帝屢欲召用瑞，執(zhí)政陰沮之，乃以為南京右都御史。諸司素偷惰，瑞以身矯之。提學(xué)御史房寰恐見(jiàn)糾擿，欲先發(fā)，給事中鐘宇淳復(fù)慫恿，寰再上疏丑詆。瑞亦屢疏乞休，慰留不允。十五年，卒官
