In today’s throwaway society,dealing with the city’s growing mountain of waste is an increasing challenge for the city council (市議會(huì)).
Recently,Edinburgh is faced with the problem of disposing of (處理) about 250,000 million tons of waste a year.Despite different ways to dispose of much of it in a green manner—largely through encouraging recycling—its aging facilities such as the Powderhall landfill do not have the ability to deal with it.
The European Union (EU) has issued a new policy,regulating how such mountains of waste are to be disposed of.The five councils (Edinburgh,East Lothian,West Lothian,Midlothian and Borders) face fines around £18 million a year from 2013 if they don’t increase recycling levels and rely less on landfill.With this in mind,the councils got together with the idea of building a large incinerator plant (垃圾焚燒廠) to burn half of the waste produced in their districts.But this plan fell apart after the change of target levels by a new UK government waste policy which required that no more than 25% of the city’s waste should be disposed of in this way by 2025.
After the plan was abandoned,a private company which already transported millions of tons of the city’s waste by train to a landfill site near Dunbar,offered an
alternative solution when it suggested opening a huge waste site near Portobello.
Since Powderhall is supposed to close in 2015,it seemed necessary for the members of the Edinburgh Council to accept the suggestion.But soon they turned it down—after 700 local objections reached them—because it would have meant hundreds of lorries a day making loud noise through heavily populated areas.
That still leaves the council with a problem.By 2013,only 50% of 1995 levels of waste will be allowed to be sent to landfill.Even if recycling targets are met,there will still be a large amount of rubbish to be burnt up.Due to this,Edinburgh and Midlothian councils have now decided to work together to build an incinerator plant as time to find a solution is fast running out.(2011·湖北,C)

The fourth-graders at Chicago’s McCormick Primary School are unaware of the difficulty in learning Chinese. For most, who speak Spanish at home, it’s becoming their third language. They’ve been learning and using Chinese words since kindergarten, and it’s now second nature to give a hearty “ni hao” when strangers enter the classroom.
The classroom scene at McCormick is unusual, but it may soon be a common fixture(固定物) in American schools, where Chinese is rapidly becoming the hot new language. Government officials have long wanted more focus on security—useful languages like Chinese, and pressure from them—as well as from business leaders, politicians, and parents—has driven a quick growth in the number of programs.
Chicago itself is home to the largest effort to include Chinese in US public schools. The program here has grown to include 3,000 students in 20 schools, with more schools on a waiting list. Programs have also spread to places like Houston, Los Angeles, New York City, and North Carolina. It’s true that the number of students learning Chinese is tiny compared with how many study Spanish or French.
Advocates see knowledge of the Chinese language and culture as a help in a global economy where China is growing in importance. “This is an interesting way to begin to engage with the world’s next superpower,” says Michael Levine, director of education at the Asia Society, which has started five new public high schools that offer Chinese. “Globalization has already changed the arrangements in terms of how children today are going to need to think about their careers… The question is, when not whether, the schools are going to adjust.”
In Chicago, the trend extends beyond schools with high numbers of Asian students. “The fact that my students are 98% low income and 99% Latino(拉丁美洲人) and they are succeeding in this, tells me everyone should have a try at learning languages,” says Virginia Rivera, principal at McCormick. “We want to give our young people opportunities to advance… and Chinese is a great opportunity to survive in today’s economy,” says Richard M. On the other hand, maybe McDonald’s hamburgers will eventually replace the famous Spanish tapas. It’s true that in every city in Spain you can find a McDonald’s, and it is more popular among the Spanish children than among the adults. An idea that started in Seattle's public library has spread throughout America and beyond. The concept is simple: help to build a sense of community in a city by getting everyone to read the same book at the same tome.
In addition to encouraging reading as a pursuit (追求) to be enjoyed by all, the program allows strangers to communicate by discussing the book on the bus, as well as promoting reading as an experience to be shared in families and schools. The way we do things round here
Some years ago, I was hired by an American bank. I received a letter from the head of the Personnel Department that started, “Dear John, I am quite pleased that you have decided to join us.” That “quite” saddened me. I thought he was saying “We’re kind of pleased you decided to join us although I wish we had hired someone else.” Then I discovered that in American English “quite” sometimes means “very”, while in British English it means “fairly”.
So the first lesson about working in other countries is to learn the language and by that I don’t just mean the words people speak. It is body language, dress, manners, ideas and so on. The way people do things highlights many of the differences we see between cultures.
Some of these differences may be only on the surface--- dress, food and hours of work--- while others may be deeper and take longer to deal with. Mostly, it is just a question of getting used to the differences and accepting them, like the climate (氣候), while getting on with business.
Some of the differences may be an improvement. People are more polite; the service is better; you ask for something to be done and it happens without having to ask again. However, other differences can be troubling, like punctuality (準(zhǔn)時(shí)). If you invite people to a party at 7 o’clock your guests will consider it polite to turn up exactly on time in Germany, five minutes early in the American Midwest, an hour early in Japan, 15 minutes afterwards in the UK, up to an hour afterwards in Italy and some time in the evening in Greece. I prefer not to use the word “l(fā)ate” because there is nothing wrong with the times people arrive. It is simply the accepted thing to do in their own country.

Fifthly, it’s got great scenery. The plot(情節(jié)) and dialogue are also amazing. I find new things to admire each time I watch.
Finally, is there a greater scene in any movie than the nuns showing the stolen Nazi car parts? In short, the film doesn’t just succeed because it cheers people up with a beautiful love story or songs. It also succeeds because it’s a wonderfully-constructed, wonderfully-written, and wonderfully-acted movie.

LOOK AFTER YOURSELF Really central hotels in cities such as London, Edinburgh and Cardiff can cost a fortune, especially at weekends and during big events. As an alternative consider checking into a self-catering flat with its own kitchen. Often these flats are hidden away on the top floors of city centre buildings. A great example is the historic O’Neill Flat on Edinburgh’s Royal Mile, available for £420 for five days in late September, with room for four adults.
GET ON A BIKE London’s ‘Boris bikes’ have attracted the most attention, but other cities also have similar programmes that let you rent a bicycle and explore at your own pace, saving you on public transport or car parking costs.
