10.Airport Delays on the Rise
Delays cause extreme anger among travelers,and cost the country billions in lost productivity.
An FAA study listed eleven major problems and suggested eleven solutions.All problems are in air traffic control.The various regions(地區(qū))don't talk to each other enough.Each region operates differently and the number of planes in so-called regional traffic is increasing.
In the first of eleven solutions,an FAA national center will take control from the regions during heavy traffic or bad weather.

Michael Barr is a safety expert at the University of Southern California,"We've got fares that are reduced.More people want to fly and we are actually filling the air of the United States with air traffic."
An example of this is that the San Francisco International Airport is growing fast as a world-wide gateway and as a center to an expanded(擴(kuò)展的)regional service.
Ron Wilson of the San Francisco International Airport says,"If we've got 16,17,18 aircraft,departing at 8 a.m.,the guy that is on the 18th plane is going to be 40 minutes late."

Weather causes about 70% of delays.Then the FAA moves planes farther apart from five miles to as much as 20 miles.The new rule may reduce that to 10 miles.But if the sky is already crowded,where do those planes go?

Many argue that happiness is elusive and that there is no single source.It also means different things to different people.For some,happiness can be as simple as having enough cash.
Researchers believe happiness can be separated into two types:daily experiences of hedonic (享樂(lè)的) well-being; and evaluative well-being,the way people think about their lives as a whole.The former refers to the quality of living,whereas the latter is about overall happiness,including life goals and achievements.Happiness can cross both dimensions (范圍).

Economists are trying to measure happiness in people's lives.Since 1972,Bhutan's GDP measurement has been replaced by a Gross National Happiness index.It is calculated according to the peoples'sense of being well-governed,their relationship with the environment,their satisfaction with economic development,and their sense of national belonging.
